Why were Chinook, Black Hawk helicopters flying over York area?

The Pennsylvania Helicopter Aquatic Rescue Team and the Pennsylvania Fish and Boat Commission conducted a joint drill at Lake Williams on Saturday as part of Operation Swept Away.
The drills included using Chinook and Black Hawk helicopters to rescue victims from the water.
“The main goal is always safety,” Lt. Colonel Larry Furlong of the Pennsylvania Fish and Boat Commission said. “(Our goal is) to come in, to be able to do all the tasks, do the training and have no injuries.”
During the drills, rescue technicians were lowered out of the helicopters and into the water. From there, they secured the victim and hoisted them out of the water and into the helicopter.
